No. The file is read and decoded inside your browser, and the frames are made on your device. Nothing is sent to a server. Close the tab and it's gone.
MP4, MOV, WebM and MKV with common codecs such as H.264, VP9 and AV1. H.265 (HEVC) works where your device can decode it, which covers most recent phones and laptops. If a file won't open, export it as MP4 (H.264) and try again.
A 10-minute 1080p video usually takes under a minute on a recent laptop. Long or 4K videos take a few minutes, and phones are slower. Keep the tab open while it runs.
The tool samples the video several times a second and compares each sample's colours and layout with the one before. A large change that stays changed is a cut. A camera flash changes back, so it is ignored, and a dissolve is counted once.
To within one sample: about a fifth of a second on videos up to 10 minutes, and up to two seconds on very long ones. The results show the accuracy for your video.
Each sampled frame is scored on sharpness, contrast and exposure, and the top score in each scene wins. Frames right next to a cut are skipped, since they are often mid-transition. It does not judge faces or expressions.
